In front of Sangenjaya Station, Setagaya-ku, Tokyo
@In Japan, most of people who go to their office, located in a big city like Tokyo, take a train. Because they are afraid to be late by a car, due to the heavy traffic or a lack of parking lot.
@Therefore many people go to the nearest station by bicycle. It is too far to walk to the station (Even if they took a bus, which never comes on time because of a traffic jam or a lot of passengers getting on and off) and as the housing situation is still very bad in Japan, it is usual to take one and half or two hours to go to work. For reasons already mentioned they want to save the time as much as possible. Since they know the parking space is narrow and always be full with bicycles, they leave their bicycles everywhere.
@Somebody leave their useless bicycles or someone stole a bicycle and used it, then leave it. These bicycles are hampering for walkers and cause a traffic accident. The police office takes these bicycles away regularly, otherwise city office has begun to rent out a bicycle in front of Sangenjaya Station, printed above, as one of measures.
